The reopening of indoor entertainment venues relied on whether the country would be able to control the viral transmissions. On July 31st, the ONS confirmed that there had been increases in COVID-19 cases across England which resulted in the decision to postpone indoor events.
As a result, indoor entertainment venues will not be able to reopen on August 1st as planned, but there is a possibility that they could reopen later in August.
With this extension, it gives entertainment venues more time to prepare their premise and make the environment as safe as possible for guests.
